Onsite Wastewater Treatment Systems (OWTS) Service

Permit Requirements
1. A permit is required prior to the construction or major repair of a sewage system for
single-family residences located on lots less than three acres in size.

2. A permit is required prior to the construction or major repair of a sewage system
serving a facility other than a single-family residence, regardless of lot size (examples:
churches, commercial properties, more than one residence on one property deed, etc.).

3. A permit is required prior to the construction or major repair of a sewer system on
any lot that is adjacent to a lake regulated by a Public Utility or the United States Army
Corps of Engineers.

4. A permit is required regardless of lot size when, during a complaint investigation,
a home is found to be in violation of RSMo 701.025 through 701.059. Under the
complaint procedure, a permit would be required for either a new installation or for a
major repair to the existing system.

Soil Morphology Evaluators
A soil morphology test must be performed by a registered soil evaluator. Soil evaluators
conduct thorough evaluations of the site and soil for use in the design of onsite systems.

Registered Installers

Permit Application Process
Upon completion of the soil test and percolation test, the landowner must apply for an onsite wastewater treatment system permit. Landowners must download and complete the two following forms. Please call the Missouri Department of Health and Senior Services to receive an application number.

Upon approval of the application, a site visit will be conducted by the Missouri Department of Health and Senior Services, Onsite Sewage Program. A
permit will be given to the landowner upon an approved site visit.

Inspectors and Evaluators for Real Estate Transactions
Inspectors and Evaluators are licensed by the Missouri Department of Health and Senior
Services and are authorized to inspect or evaluate existing onsite wastewater treatment
systems for real estate transactions. These individuals are not licensed to perform
regulatory functions, such as inspecting installation or repairs where an onsite system
construction or a building permit is needed. The GCHD does not inspect or evaluate an
existing onsite sewage disposal system for real estate transactions.

A licensed evaluator can only perform evaluations. A licensed inspector can perform
both inspections and evaluations. An inspection provides a thorough assessment of
the onsite system and all of its components. The evaluation is a report on the general
condition of the on-site system, including any signs of current or past failure. Both the
inspection and evaluation include an assessment of the private water system, if one
exists.
